Consent
If there is reason to believe that the person is presenting with a severe and enduring mental illness, potentially warranting an MHAA, and thought to be lacking capacity, then mental health services should consider a cold call unless there is an immediate risk that indicates a 999 response. An MHAA wouldn't normally be arranged unless there had been an attempt made to engage the person informally. This would apply to both crisis services or SPoA, depending on the urgency.
